The Ministry of Health has published the National Plan for Official Controls on Biocidal Products – 2026 (PNCB), drafted pursuant to Regulation (EU) No. 528/2012 (BPR). The Plan defines the strategies and operational methods for controls on biocidal products and treated articles placed on the national market, with the aim of protecting human health, combating illicit practices, and ensuring uniform application of the regulations.
For companies in the sector, the Plan translates into increased operational controls, particularly regarding:
Correct product authorization or registration pursuant to Regulation (EU) No. 528/2012 (BPR);
Consistency between the product placed on the market, the Summary of Biocidal Product Characteristics (SPC), and the conditions of authorization;
Labeling, classification, and packaging pursuant to the CLP Regulation, including the traceability of the information provided along the supply chain;
Safety Data Sheets, ensuring they are complete, up-to-date, and aligned with the current classification;
treated articles, with verification of disclosure requirements and compliance of the active substances used (Article 58 of the BPR).
The Plan also provides for coordination with REACH/CLP controls and European enforcement activities (BEF – ECHA), increasing the likelihood of targeted inspections and corrective actions.
It is therefore essential for companies to verify their technical and documentary compliance in advance to reduce the risk of non-compliance and penalties.
