With the European Union's final approval of the new Regulation on Detergents and Surfactants, the sector is embarking on a profound transformation that affects not only the chemical industry but the entire professional cleaning ecosystem: from machine manufacturers to service providers to public administrations.
The New Regulation
The European Regulation on Detergents and Surfactants originates from a 2004 legislative act that established the rules required to place detergents on the EU market. In April 2023, a Commission proposal addressed gaps and overlaps between the regulation and other EU legislation (on chemicals). These aspects were complicating the communication of safety and use information to consumers due to duplication of labeling requirements.
The new text updates the previous 2004 regulation, closing regulatory gaps and aligning the sector with the objectives of the Green Deal. The objective is twofold: simplifying the circulation of products within the single market and ensuring extremely high safety and sustainability standards.
Here are the main new features:
Digital Product Passport (DPP): Each detergent/surfactant must be accompanied by information accessible via digital labeling, facilitating transparency for authorities and poison control centers.
Biological Innovation: Microorganisms in detergents are regulated, officially opening the professional market to probiotic solutions, which are increasingly in demand in sustainable hygiene protocols (read more about enzymatic and microbiological detergents).
Sustainability and Refills: The regulation actively encourages the sale of refills, a practice that will force service companies and distributors to review their logistics and storage management.
Simplified Labeling: No more duplication of information. Labels will be clearer, reducing the bureaucratic burden for businesses but increasing precision regarding risks and instructions for use.
Ethics and the environment: A ban on animal testing for detergent production has been established, strengthening the biodegradability requirements for surfactants.
