New allergens

The Regulation (EU) 1545/2023 of the commission of 26 July 2023 which modifies the Reg. 1223/2009 (EC) of the European Parliament and of the Council as regards the labeling of allergenic fragrances in cosmetic products, has introduced 56 new allergens for whose presence must be indicated on the label if the thresholds established for products without rinsing (0.001%) and with rinsing (0.01%) are exceeded.
This Regulation will enter into force on the twentieth day following that of its publication in the Official Journal of the European Union (August 16, 2023).
 
Point 11 of this Regulation mentions (translated by Farotti): "As regards the new restrictions, companies should be given a reasonable period of time to be able to adapt by making the necessary adjustments to the formulations and packaging of their products to ensure that they are placed on the market market only those cosmetic products which comply with the new requirements.Economic operators should also be given a reasonable period to withdraw from the market cosmetic products which do not comply with the new requirements and which were placed on the market before the entry into force of the new labeling provisions Considering the relatively low and stable percentage of consumers developing allergic contact dermatitis, the large number of new allergens and the significant number of cosmetic products affected, the transition period should be 3 and 5 years respectively ".
 
IFRA and partners in the cosmetics sector are working on an orientation guideline for companies that will shed light on how to implement the indications to be provided on cosmetics labels
 
The entry into force of the new regulation relating to allergens will have a great impact for us fragrance manufacturers and we are well aware that the same is true for all cosmetic companies in the supply chain.
